This can be set in the fairy UI with a slider when to use both the HP and MP potion. The cooldown for this ability starts at 6 seconds to 2 seconds depending on tier.
This is a great ability that works well with the infinite potion that can be obtained so you never run out of HP and MP pots.

How to get a Fairy in Black Desert
To obtain your first fairy you will need to complete the following quests from Level 53, you will need 2 Cooking Honey and 1 Laila’s Petal to finish this questline.
Once you have completed the quests you will be able to return to Kamaslyve Temple to trade in 2 Laila’s Petals per fairy. You do not need to use each fairy you get, for example, if you get 4 Faint fairies and a Brilliant, you can use the Brilliant and trade in the Faint Fairies for honey wine.
Leveling your Fairy
Every 10 levels your fairy will learn a new skill, to level your fairy you will need to click the Growth button in the fairy information window. To grow your fairy you can use low-enhanced gear such as armour and weapons, or you can use honey wine which can be obtained from events, trading in a fairy or can be bought from the central market.
Fairy Rebirth and sprouting
Fairy Rebirth is a way where you can reset your fairy or change its appearance. Resetting the Growth of the fairy will reset all of the fairy’s skills and set it back to level 1. Resetting the Persona of the fairy will only change the personality and color of the Morning Star skill.
It is also possible to upgrade your fairy to the next tier with sprouting, but this can only be done once per fairy and if successful, will reset the fairy back to level 1.
