NPC
Since you have to buy the Stormhide Salamanther mount, the NPC you need to talk to is Mythressa, the Apprentice Primal Researcher, who is located in Valdrakken at 38.10, 37.75.
Elemental Overflow
Elemental Overflow can be obtained by contributing in the Primal Elemental Storms found in the Dragon Isles. These events usually last around 2 hours at a time, killing any enemy mobs in the Elemental Storm zone will drop Elemental Overflow.
Obtaining the Stormhide Salamanther Mount
Once you have farmed 2000 Elemental Overflow just head over to the NPC Mythressa in Valdrakken then exchange the 2000 Elemental Overflow for the mount.
There are no specific requirements for this mount, you just need to farm the 2000 Elemental Overflow.
