The Nobloe Bruffalon is a new mount that was added to WoW Dragonflight in 10.0.7 with the Forbidden Reach Island.
Noble Bruffalon NPC Vendor
The Noble Bruffalon can be bought from a vendor in the Forbidden Reach, located at 34.11, 59.91 the NPC’s name is Storykeeper Ashekh who is the Renown Envoy for the Maruuk Centaur Renown.
To buy the Noble Bruffalon from this vendor, you need 100,000 Elemental Overflow.
Elemental Overflow
Luckily every mob in the Forbidden Reach drops Elemental Overflow and you can get roughly 1000 from each rare a day, if you decide to clear them again on the same day, you can still obtain 500 Elemental Overflow.
There are also a few farm parties in the Group Finder. Elemental Overflow can be grinded and farmed if you are wanting to obtain the mount early on. However, you can obtain a large amount of Elemental Overflow over time with rares and slowly work to 100,000 for the Noble Bruffalon mount.
