How to obtain the Reins of the Bloody Steed Mount
The Reins of the Bloody Steed Mount can be obtained from NPC Bakir, the Unconventional Mount Armor Vendor. Which is located in the Kehjistan region, in the Fields of Hatred.
The cost of the mount is 100,000 Red Dust.
To obtain Red Dust you first need to enter the Fields of Hatred, this is a PvP zone so be prepared to fight other players who you may come across. You will be able to find Seeds of Hatred by running around the zone, interacting with objects, and defeating enemies.
You will lose all Seeds of Hatred upon death.
Once you have gathered plenty of Seeds of Hatred, navigate to one of the Altar of Extractions. After interacting with the Altar it will start a ritual event which is to turn your Seeds of Hatred into Red Dust.
As this mount costs 100,000 this could end up being a long grind, especially if it is quite competitive and more populated. Goodluck!
