Discreet Envelope
To be able to obtain the Rune of Bladedance you will first need to use stealth and pickpocket a defias in Westfall. We specifically got the Discreet Envelope from a ‘Defias Trapper’, however, this was not a special mob, and suspect it can be any Defias in Westfall.
Emily’s Letter
Once you open the Discreet Letter you will have ‘Emily’s Letter’ which will contain;

there’s just one last thing, I’ve hidden a stash of equipment up in the Dagger Hills. In the back entrance to the Deadmines. The key to the stash is in this envelope.
Rune of Bladedance Location
The stash can be located here, in the Dagger Hills, at the back entrance to the Deadmines just like the letter says. You will also obtain the key in your inventory to open the stash with the Discreet Envelope.
